About
Comanche County Emergency Management provides service to all of Comanche County. The purpose of emergency management is to assist the community in mitigating, preparing for, responding to, and recovering from natural and man-made disasters. Emergency management provides support and assistance to the incident commander and/or emergency personnel responding to emergency incidents. It also creates, advises, and collaborates on emergency operations plans and standard operating procedures that affect emergency response throughout the jurisdiction.
Description
The deputy director assumes all the roles and responsibilities of the director when he/she is indisposed or unavailable. Assists in all aspects of emergency management, including mitigation planning and efforts, preparedness and outreach, emergency and non-emergency response, and recovery from start to finish. The deputy director must also become a Certified Floodplain Manager (CFM) and maintain that certification. As the CFM, the deputy will be responsible for managing all aspects of floodplain and stormwater within unincorporated Comanche County; this may include incorporated areas lacking a designated floodplain manager. This job is considered “Safety Sensitive” for the purpose of holding a medical marijuana card and utilizing medical marijuana.
Duties and Responsibilities
Deputy Director

Assuming all roles and responsibilities of the director, as instructed or needed.

Assisting in community outreach by conducting or participating in presentations, meetings, fairs, and other community events.

Leading or participating in meetings and committees as delegated by the director.

Overseeing or assisting in emergency management projects and efforts that further the 4 phases of emergency management (mitigation, preparedness, response, and recovery).

Networking and creating positive relationships with organizations, agencies, offices, and officials who will or may assist with emergency management efforts.

Activating and operating in the emergency operations center (EOC) when warranted by SOP/G or instructed by the director.

Staying familiar with the EOPs/SOP/Gs of critical facilities within the county.

Attending pertinent conferences, seminars, workshops, and meetings.

Continuing pertinent education and training.

Floodplain
-
Becoming a CFM and maintaining that certification through required continuing education.

Attending the annual Floodplain Conference (generally September) and the annual Stormwater Conference (generally July/August).

Resolving and processing all floodplain permit requests.

Investigating and resolving all issues, difficulties, and other scenarios involving the floodplain or stormwater.

Maintaining the FIRM maps for unincorporated Comanche County.

Assisting the floodplain board meetings; creating the agendas and minutes for the board’s quarterly meeting; preparing a report; presenting floodplain permits for approval; and maintaining a position on the board.

Advising officials and other interested parties on matters regarding the floodplain and stormwater management.

Maintaining records and documents that keep the community eligible to participate in the FEMA’s NFIP.

Conducting an annual review of the FEMA “Repetitive Loss” list to identify properties, located within the community, to verify accuracy and establish priorities for possible mitigation. Correspond with FEMA to verify the “Repetitive Loss” list accuracy as requested.

Assisting with Community Assistance Visits (CAVs) as requested by Oklahoma Water Resource Board (OKWRB).

Conducting field work and office work as necessitated by floodplain and stormwater duties.

Work with Oklahoma Department of Environmental Quality (DEQ) to maintain the Comanche County Stormwater Program.

Provide quarterly reports to DEQ regarding the status of BMPs.
Qualifications
Minimum
-
Bachelor’s degree in a relevant field from an accredited college (relevant public safety experience may be substituted for education requirements).

2 years’ experience in public safety or other relevant experience.
Certificates, Licenses, and Registrations
-
Valid class “D” Oklahoma Driver’s License.

Must have or complete National Incident Management System IS-100, IS-200, IS-700, and IS-800 within the first six months of employment.

Must have or complete National Incident Management System IS-29, IS-120, IS-230, IS- 235, IS-240, IS-241, IS-242, and IS-244 within the first year of employment.

Must have or complete The National Emergency Management Basic Academy within two years of employment.

Must have or obtain Certified Floodplain Manager (CFM) certification within two years of employment.
Additional Requirements

Applicant must be able to pass a background check and drug test.

Applicant may be asked to take an MMPI (Minnesota Multiphasic Personality Inventory) to receive the job offer.

Applicant must reside in Comanche County or be willing to relocate within 6 months of employment.

Upon notification, emergency management personnel are expected to respond in a timely manner to critical emergencies and significant weather situations; this may include after-hours and weekend/holiday work. The deputy director will be included in an on-call office rotation for after-hours emergencies and notifications.

Must be able to operate simple and complex computer systems (or must be able to learn complex computer systems).

Must have familiarity with basic office software, such as Microsoft Office.

Must perform any other duties as required.
